Action Research in Integrated Spatial and Energy Planning – Examples from Austria

[Abstract]
Spatial planning determines how the energy transition from fossil (and nuclear) energy to
renewable energies can be implemented, as both energy demand and energy supply are
determined by spatial structures, as well as spatial structures are developed, inter alia,
based on the accessibility of energy. Therefore, integrating spatial planning and energy
planning can increase energy efficiency on the one hand, and contributes to shaping
sustainable and renewable energy supplies, including the development of energy efficient
spatial structures, locating renewable energy technologies, and mitigating land use conflicts.
Some of the ideas of the presenter, that have been transformed into data basis, planning
methodology and guidance, subsidy programs and legal implementation in some Austrian
Provinces were developed based on action research. The presentation also introduces some
aspects of the action research concept realized in Austrian cases.
 

[Short bio]
Gernot Stoeglehner is Full Professor of Spatial Research and Spatial Planning at BOKU
University. His research comprises different sustainability aspects of spatial planning,
including the reduction of land take by more sustainable spatial development, climate
protection and energy transition, strategic spatial planning, environmental planning and
assessments, spatial resilience, and the development of planning instruments and
methodologies. At the moment, he is also Head of the Department of Landscape, Water and
Infrastructure with 17 Institutes and almost 700 staff members. In 2020, he founded a
consultancy company working both for businesses and public authorities.
