Title: How can we recognize a black swan as a special bird? :The importance of co-learning for DRR

Abstract: The 2011 Tohoku earthquake was described as an unimaginable event. After the disaster, it has been pointed out that preparedness for unimaginable events is important. However, it is impossible to find any unimaginable events before it happens if the events are unimaginable for all people. Rather, the situations that some people think it is an unimaginable event but others do not think so should be avoided. In other words, the situations some people see a black swan, but they do not recognize it as a special one should be prevented. In this talk, a solution of this issue will be proposed from pedagogical perspective.
