Where can we find those who can protect their own lives by themselves?

[Abstract]
Since the Kobe earthquake in 1995, the phrase “protect your own life by yourself” has been used as a symbolic word to raise people’s awareness of disasters in Japan. However, based on her works on social co-learning in several fields and personal care experiences, the presenter has come to hypothesize that we should shift our thinking to the idea that evacuation and/or preparatory actions are made because people think that they cannot protect their own lives on their own. In the presentation, the case studies and arguments will be shown to support this hypothesis, and together with the audience, let us consider disaster management policies from a paradoxical standpoint.
 

[Short bio]
Yoko Matsuda is a researcher and associate professor in the Disaster Prevention Research Institute, Kyoto University. Her research interests include disaster recovery and preparedness processes by local and citizen groups. She received her Dr. Eng. in 2007 from Kyoto University.
