[Abstract]
This seminar reconsiders the disaster risk management (DRM) for Nankai Trough Earthquake and Tsunami undertaken in Kuroshio Town. The focus is on the notion of a ‘connector’ required in ‘all of society engagement’ approaches. Applying whole-system thinking, the seminar suggests that the meso-level of their DRM system functions as the connector, yielding relationships, learning and collaboration. eveloping connectors has an implication for integrated DRM.
